I was not able to get treaties with the Elector Counts until after Turn 50 I think, and by that point the Vampire Counts had wiped out at least 3 Elector Counts. They cannot declare war on you unless you allow them to, and their opinion of you will probably drop anyway until you get the "Emissary to the Prince of Altdorf" tech and go to war again the Vampire Counts. IMPORTANT NOTE - Don't worry too much about trespassing on Elector Count land.
